Implementing the university's general policy with regard to postgraduate studies and scientific research; supervising the vice deanship's associated deanships, centers, and departments; monitoring and guiding them in the implementation of its goals; and putting forth projects, programs, and development plans with regard to postgraduate studies and scientific research.

Duties and Authorities:

1. Creating the university's strategic plan for graduate study and research. 

2. Monitoring the creation of postgraduate study plans and programs, as well as the procedures for their implementation, scientific research, and working to organize the procedures for providing research services—both theoretical and applied—in accordance with the rules and regulations of the higher education and university systems.

 3. Providing the required personnel and material resources, supervising scientific research operations, and putting into effect relevant laws, rules, and decisions in order to assure the growth of the quantitative and qualitative components of both fundamental and applied research. 

4. Monitoring academic recruitment initiatives. 

5. Recruiting academics and other professionals with good credentials in their industry. 

6. Overseeing scientific initiatives closely associated with global scientific organizations. 

7. Overseeing the creation of plans for translation and publication at the university and coordinating initiatives with the relevant authorities and scientific divisions. 

8. Creating strategies and plans for how the university will participate in seminars, conferences, scientific meetings, and workshops, as well as ways for how teachers andother university staff will participate in them and track the outcomes of their involvement to gain from it. 

9. Directly overseeing the work of scientific societies, determining their labor requirements, and helping to advance their work. 

10. Monitor the conditions of postgraduate students, including teaching assistants and lecturers, communicate with them, find out about their situations, and help each of them get beyond any challenges they may encounter. 

11. Managing scientific research projects that are supported outside of the university's budget and come from the National Plan for Science and Technology. 

12. Developing a strategic plan to self-finance the university's future operations, working to realize its founding objectives, and proposing programs for the university's research excellence. 

13. Overseeing university students' scholarships, monitoring their academic progress, and assisting them in resolving issues they encounter at foreign universities. 

14. Cooperating with foreign universities to share knowledge and ideas in order to advance the university's varied programs. 

15. To help students reach their objectives and grow, encourage them to take part in activities such as conferences, events, and volunteer work. 

16. In all subjects within his area of expertise, direct contact with ministries and government departments. 

17. A plan to set up, manage, and maintain research centers at the institution. 

18. A plan to establish research chairs at the institution and oversee and monitor its operations.
